Adult dental, podiatric care will be covered by Medicaid

Gov. Pat Quinn signed a bill Monday to make a few key changes to Medicaid, including restoring two types of Medicaid coverage that were cut two years ago to save money.

Adult dental care and podiatric care will again be covered by Medicaid, starting on or after Oct. 1.

Both were cut in 2012 to save money.  Supporters have argued that paying for these preventative services will actually save money in the long run by keeping patients out of emergency rooms.

“This legislation is a critical step forward as we continue to reform our Medicaid system,” Quinn said.

Restoring dental and podiatric care for a few more years is being made possible with $2.4 billion in new money Illinois expects to receive from the federal government.  Two billion dollars of that will come from two hospital assessments distributions that the federal government provides.  The Quinn administration also has submitted a plan to receive $400 million annually in new federal dollars for hospitals serving newly Medicaid recipients under the Affordable Care Act.

That money should lead to new jobs for these hospitals, Quinn said, though the state could not provide an estimate.

“This will not rely on any Illinois taxpayer money,” said State Rep. Greg Harris, D-Chicago, who co-sponsored the bill.  “This is $2.4 billion dollars worth of money that will come into our healthcare system that the governor has found a way to do without raising any kind of Illinois taxes.”

Senate bill 741, which was signed into law by Quinn on Monday at Rush University Medical Center in Chicago, also aligned Illinois law with federal law, so that children who had been without private insurance for at least three months could apply for Medicaid.

Illinois law used to leave children without health insurance for 12 months before Medicaid coverage was allowed.

The bill also will provide additional money to nursing homes and the state’s network of safety net hospitals.

Three million Illinois residents are currently on Medicaid.  More than 349,000 people enrolled in Medicaid were able to do so because of the Affordable Care Act expansion.

On April 10, 2013, the Illinois Department of Financial and Professional Regulation’s published a letter on their website titled; “Voucher Advertising and Fee Splitting”. (Groupon and Living Social sites) The letter states that fee-splitting does not apply as long as (1) the negotiated fee between both parties represents reasonable compensation for the cost of the advertising and (2) the advertisement incorporates clear and easily visible terms – conditions of the offer (stated in the letter) that will allow the consumer to make an informed choice for purchase.

Are All Dentists’ ‘Entrepreneurial DNA’ the Same?

If I had a dime for every time I was asked these three questions, I would be comfortably wealthy.

“Why is it that the dentist down the street is doing well operating his/her practice and I am struggling to make mine a success? We have the same sized practices and are operating them the same way!”

or

“I have a revolving door when it comes to my staff. How do I hire the right people to work with me?”

or

“My business partner and I agreed to part ways. Why is it that a large percentage of dental partnerships fail?”

 The Answer

Because there is no longer a ‘one-size-fits-all’ approach to operating a dental business, hiring the right team to complement or add to the success of that business, or choosing the ‘right’ dentist as a business partner. Let me explain.

I looked up the definition of an entrepreneur in The Merriam-Webster Dictionary. It reads, One who organizes and assumes the risk of a business or enterprise.’ So I think it is safe to say that the majority of dentists, who own and/or operate a practice or business, are entrepreneurs.

For many years, dental entrepreneurs have been placed in a jumbo box with the belief system that the techniques used or followed to operate a business; hire the right team members, and possibly form a partnership should be approached the same way, with the same methodology. This thought process and direction is just not true anymore because not everyone is genetically built the same way. Unfortunately, this notion has put some practices and companies out of business.

Point to ponder – Is Donald Trump the same entrepreneur as Richard Branson? Is Richard Branson the same entrepreneur as Dr. Oz? Is Dr. Oz the same entrepreneur as Steve Jobs? Think about their business behaviors, how they started out, the product or service they brought to market, and the road they chose to make a name for product and/or service.
